4.1 General FMCSRs (Part 390)

General requirements, applicability, definitions, and information regarding safety regulations are explained in 49 CFR 390. Federal Motor Carrier Safety Regulations (FMCSRs) apply to all employers, employees, and commercial motor vehicles (CMVs) transporting property or passengers in interstate commerce.
